Smoke,

There is a distinction between tool holding (precision shank size)
and work holding (variable stock size) collets. R8 is a tool holding
collet, I think I was told the tapers in spindle and on collet can be
the same since the grip range is very small. A tool holding collet
is typically drawn in with much more force than a workholding collet,
that combined with the precision tool shank and short grip range
makes identical tapers workable. I don't recall on the R8, but some
tool holding collets are not self releasing.

5C is a work holding collet, we were told to grind the spindle so
the contact was only on the outer end of the 5C collet when gripping
stock of the nominal diameter of the collet. In a workholding collet
with a full contact taper there are issues of friction and sticking
instead of easy self release, both of which are undesireable for
quick and easy action in work holding.
