Yes - My Roland CNC uses such a system, and so does a Dremel tool or a
flex shaft tool like a Foredom.
Indeed, one advantage of such a system is that you could machine very hard
materials by mounting a grinding point.
As for the rest of it, I'll leave to others with greater wisdom.
