AFIK quartz is simply very pure SiO2. Should not be too hard to find.

Maybe it is possible to combine the best of both worlds....i.e. use concrete for the bulk of a frame and mount, rather precisely,
the critical way components with about an inch of filled epoxy around them. That way you get at least some of the dampening but
also lower the cost.
