Hi Smoke,
Sorry .... no magic bullet. One needs to quench
into water to color....and having extra phosphate
in the water is supposed to help.
I guess one gets either color or better
properties. It all depends on the application.
Those $10,000 English shotguns are still made of
what is essentially 1018.
It is only if one wants large safety factors that
the special treatment is necessary.

Indeed I would love to have the best of both
worlds...color and a mild (by comparison) quench.

One might try a polymer quench....and try some
added phosphate if you can keep the polymer in
solution...I wouldn't expect colors but who knows.
