Ron,

DanCam/Danplot has a "c" axis capability (rotation around Z) which is
used to keep a vinyl cutting knife pointing in the cutting direction.

What you propose is doable, and simple.

P.S. I seem to remember another low cost cnc controller with "C"
axis, but it escapes me just now... Art F could probably add it to
Master 5 pretty easily...
