The Gecko white paper has some info and a plot of torque vs speed for two
current ratings. His study shows that 2x current does increase torque at
very low speed. I suspect that what you are seeing by using less current
than your motor is rated for is reduced torque at all speeds. In effect
what you are doing is pushing his "rated current power output" (the lower
set of lines) to the right or toward higher speed before you reach rated
output.

I can't remember seeing any plots of torque vs speed that deliberately run
a motor at less than rated current.
