Try http://polly.phys.msu.su/~zeld/oscill.html it has a 16 bit and a 32 bit
version. About as good as it gets for a soundcard based system and the price
is right to start playing with. main limitation is the sound card. Mine
loses the ability to display a trace just under 10 khz with this program. I
have used it to look at the output of quadrature encoders I was turning by
hand and it worked great.

If you are looking to buy a scope the recommendation I was given when I
asked a year or so ago was get a Tektronics with HP as a distant second.
