Easy way to tell how true the head is - get a piece of stiff wire and bend
one end up, the other down like so:

Hold the top end in the chuck / toolholder and bring the other end down to
just above the table. Now rotate the chuck slowly by hand and you will see
quite easily whether the head is at right angles to the table. To put
'figures' to it, arrange a dial gauge on a bent rod in the same way. Use as
long a horizontal section as your table will allow so it magnifies the
errors. I've seen old timers set up big milling machines this way using
feeler strips under the end of the wire to check when they got things
exactly right.
