Probably not, but POSSIBLE the Vcc has lost its regulator, and gone "high",
to maybe +8 to +15 VDC, which would probably cook ALL the 5-V. logic IC's.
PC's are cheap, often free, these days, for old ones, and a '386 will perform
vastly more wonders than just counting like a DRO! But you gotta be a bit of
a nerdtinkerer to make use of that fact. Lotsa luck!
