Approaches I would recommend.

1. Build a temporary long table on your drill press out of 3/4"
plywood, supported to the floor. Even the smallest drill press is
better than trying to drill into 1/2" steel by hand.

2. Rent or borrow a magnetic base drill. I have a welding shop that
I frequent and they let me have theirs for 10 bucks a day. If you go
to a rental place it will be 30 to 50 bucks a day. But, believe me it
is worth it if you have any more than a couple of holes.

3. Take it to a shop with all the locations layed out and
center-punched. It might be cheaper than the Rental.

4. Find somebody on the list with a mill, or large drill press, and
get it done pro-bono. Where are you located?
