---The ring is for facing the bottom of a hole. You bore in the usual
fashion and then set a stop on the body of the boring head when the
correct diameter has been reached. To remove the steps that have been
created in the bottom you screw the cutter in and then with the head
set at the bottom of the hole you just hold the ring and and the
cutter faces until the stop is reached.
A good guess can be very misleading for those that ask a question!
