for carbides the tool nose should be at dead center height on both
positive and negative rake tool holders
one trick is to set the tool low and make a light facing cut
then mesure the stump it leaves on the bar and shim the tool holder up by
half the stump diameter, that will get it within a few 'tenths' of center
