You could use marine laminating foam and seal it with thickened epoxy.
Corecell, Divinycell and Klegcell are brand names that come to mind.
Corecell, in particular, is very easy to work with. You can work it with
woodworking tools and it sands better than any wood. Corecell is available
in several densities. It is also expensive.

For fillers you could use microbubbles, fumed silica, talc or wood flour.
All of these are cheap. Foam cored boat hulls are strip planked, sanded and
then coated with such fillers before the laminating cloth is applied. You
probably don't need the cloth since strength is not an issue.

Epoxy will not react with most foams - even pink insulating foam - because
it does not contain any solvents. Polyester resin will react with pink foam
or white styrofoam.
