The basic set of codes perform the same functions - G00, G01, G20, G21, M00,
M02, although the exact syntax for G02, G03 does vary.
Once you start moving towards the 'Canned Cycles' things get very machine
dependant.
http://users.classicfm.net/g-kar/tnc.html has a useful chart cross referencing
just some of the codes in use.

For the robot - How about EMC ? Fits into your budget (free) and will 'do'
mills, hexapods, and robots using steppers or servos.
