No, there is a "watch for" function (I may not have the right words there)
that will email you whenever a matching item is put up for auction.
You don't have to search for it, it will notify you when it is there.
I haven't used this feature, but it could be helpful.

PayPal is now available internationally. They do currency conversion
as well as moving the money from/to credit card accounts. Generally,
there should be little or no charge for this.
