I think you mean /etc/resolv.conf (no 'e')

This file is usually created or modified on the fly by dial-up software
such as kppp. What normally happens is that during the connection
establishment, the ISP sends to your machine a list of "name servers",
which are machines (normally operated by your ISP) capable
of converting a name like 'www.linuxcnc.org' into an "IP address" such as
'64.124.155.133' which is used by the underlying network software.
kppp is supposed to insert this list of name servers into /etc/resolv.conf
at connection startup, so that individual applications such as netscape
know how to do name-to-IP lookups.

Personally I dont use kppp (I use rp3), but there should be an option
somewhere on your dialup confiuration to specify that DNS or name servers
should be optained automatically from the server.

Alternatively, your ISP may have given you a list of name servers along
with any other connection information (such a phone numbers) that they
supplied you with. In this case, you can manually add them by creating
the /etc/resolv.conf file with lines like

nameserver 1.2.3.4
nameserver 5.6.7.8
....

You can test whether your underlying connection is working okay by
using the 'ping' command with an IP address and then with a name:

/usr/sbin/ping 64.124.155.133
/usr/sbin/ping www.linuxcnc.org

if the first works but not the second, then its a problem with name lookup;
if the first fails too, then you've got a more general problem.

Another thing to check is the file /etc/nsswitch.conf; in here, there
should be a line begining with "hosts:" that should have the word 'dns'
somewhere in it, eg

hosts: files nisplus nis dns

I'm not entirely sure, but I think you always have to start kppp first.
