Chris,

My first suggestion based upon past experience would be to replace the two
EE's with a hobbyist or 2. They may not understand the theory, but will get
it to work.

OK so you are using a real relay (not a solid state one). Do you have the
diode in place? Otherwise it will likely work exactly once. Next, do you
have a logic probe or at least a DMV? If so connect it to the wiring to the
parallel port and make sure that you are getting a high and low from the
port. Next question, where are you getting the 5 VDC from that is going
through the transistor? Finally, if you connect the relay to the 5VDC and
the ground does it close?
