Chris the new metafile paste from Corel to Vector is very accurate in Corel Draw 9 and 10. I also tested it fairly extensively with 4 and had no problems. I've never had problems with any DXF from Corel Draw to Vector, as long as you realize that older versions of DXF were units blind. This means that if you work in inch and draw in MM that you will often get scaling that is off by 25.4.

To get an HPGL file from Corel, install the plotter driver in your Windows system and simply "Print" to it from Corel. VectorCAD (note Cad only, CAM not required) will do the same, except that you can precisely control the order and direction of cut within the HPGL file from Vector and will have difficulty with the Corel File.
