A lathe can be made to wind coils very easily. On a manual,
thread cutting lathe, you have to stop the spindle and flip the
feed direction manually. On a CNC lathe, it could reverse the feed
the right number of times and then bring the whole process to a
gradual stop at the end of the required number of turns. All you'd
have to do is slip in the insulating papers for each new layer.

For rectangular coils, like most transformers, you would need
a "dancer arm" to accomodate the fluctuating wire feed. A roller
contraption could be put in place of the cutting tool.
