This is only the tool table, and shouldn't make much difference. I think
EMC may create an empty tool table the first time you attempt to edit
it, if it doesn't already exist.

There is a way to disable the "splash screen". Some systems have
a problem with this, so you should at least try disabling it. If you can't
find the instructions to disable it, it has been discussed in this list
in the past. I think you create an environment variable called
"no_splash_screen" or something like that.
