An EMC is the Enhanced Machine Controller from the United States
Department of Commerce's National Institute of Standards and Technology.

It is public domain software that runs using a real-time extention to the
linux operating system. It turns your PC into a reasonably capable
Computer Numerical Control. You can run steppers with a parport or
servos with an add in or add on board.

You can learn a bit about it by looking at www.linuxcnc.org. There are a
bunch of links there that should help you understand what it can do.
