No. You have to set sufficient deadband (presumably in software) to
prevent jittering. Because of the
step accuracy of steppers, and the better, but still real, concentricity
errors in the encoders, it is
impossible to exactly match the steps and the encoder counts throughout
a full revolution.

EMC, at least, has a deadband setting in the setup file to take care of
that.
