Hi,
Generally, you would have an Quadrature encoder to counter
circuit. You can design and build you own with FPGA, or program your
own using a PIC, Ubiocm, or other fast/small microprocessor, or you
can just get a chip designed to do this like the one from:

or get a board made to do this from:

It would be possible, but not really practical to use a PCs parallel
port to count encoder clicks.
