This PROBABLY means you are measuring a pin on your game-port with a
typically-high-Z DVM, but the pin you so-measure is NOT a "5 VDC supply" but
a HIGH 74HCnn logic-output pin!

Try putting a 1K resistor across your DVM test-leads, and probe again. When
you find a pin that reads 5 VDC ±0.25, that is likely a +5 VDC Supply pin.
