I would take a real good look into the Sign package you have for
toolpath creation options.... I know Cadlink ( Signlab) allows a drawing
to be optimized right as you are going to create code. In addition to
"sequencing" It allows you to select from "Left to Right", "Top to
Bottom" Etc., meaning it will create the code based on "closest" order
from those directions. I am pretty sure Casmate had a similar option.

Signlab also has an option when you are adding the toolpaths to the
entity on screen called "optimize", but this typically allows it to
place toolpaths that are very connected for use with a nose cone,
starting "inside" and working out so the nose never can drop into an
unsuspecting "hole".

Another thing to try for a minimal amount of work, is to create "groups"
of entities. Often times, it will create the toolpath in a group order,
finishing one group before another.

Otherwise, I know your challenge....
1click,2click,3click,4click,5click....... Helps if you define color
groups though.
