Is this a switching power supply? If it weighs a pound or two it probably
is, If there is a big transformer in it, it's not. Anyway, if it is, it may
need a load on it before it will turn on. Also if it is a switcher, look for
some terminals labeled +S and -S these somtimes need to be jumpered in order
for it to turn on.
