The switching style power supplies for the ATX puters need a load to
turn on.
I found that just by putting an old hard drive on allowed me to
test. It does give one a start the first time they throw the switch
and nothing happens.
I hope that is what is happening in your case. possible a car light
for the 12 V or something might do the trick ?
