Andrew,
If what you're trying to do is install Win98, you might have get
hold of a Win98 or WinME startup disk, and boot up with that. As it boots,
it will ask if you want to boot with CD ROM support, at which time it will
load a generic CD ROM driver. When it finishes booting, it will then tell
you the drive letter of the CD drive, and you can then access the CD disk.
