Sounds like something in the output stage is shorted. I suspect that
you will have to replace the output. Either one or both transistors
in the H bridge (I assume) driver is shorted (for one leg... both
might possibly be shorted as well).

If a chip, you will need to replace the whole chip (typically an L298
or equivalent).
