With todays low,low cost of available PC based CNC controls, I wonder
why you couldn't just use one of them to do what you want rather than
anything that runs above your self admiting lack of electronics knowledge ?
You could very easily create a G-Code program to run the motor where you
want it, Even place M00 pause commands in the code to "restart" when you
tell it to. If you use a control that allows a Hardwired "feedhold", you
could use that to do the "pause" you request. "tripping" these other
selenoids can also easily be handled by code.
I'd wrestle into place a Stepper motor driver and power supply, hook it
to something really inexpensive like TurboCNC to check it out.
Might be a lot faster than trying to put together some indepth logic
system from a gaggle of chips from radioshack!
The other thing I can think of is maybe the FROG ?

You can plop down a few bucks on a Frog and be up and running in no time
