Well, for starters, where are you located?

It sounds possible (likely?) that the stepper power electronics are good. It
should be posslbe to get this up and working. Kinda hard with the little detail
you included. Can you post a picture somewhere?

As to which software, assuming your stepper drivers take step and direction
software, there are dozens of packages that will work. Which one to use can
lead to long arguements that will last for weeks...

An easy, cheap ($20 if you register) solution is to try TurboCNC. Most others
have free trials. Mach1 is popular. I use CNCPro, but would recomend that
you check out other packages 1st...
