Why not just create a database with a category a message number and a
one line description, not the subject line because often times it
doesn't really describe the content of the message. Anyone could add
an entry to the database that they think is valuable, or if we really
want to be anal about the contents you could have a nomination process
handled by a particular person or group for consideration.
