No, a motor that has poor velocity or torque ripple will not be helped
by a capacitor. It will probably whine at higher speeds for the same
reasons, but that might be fine for a spindle. If it is a universal
motor (series-wound field) then it is not much use as a servo motor,
as speed is not related to voltage alone, as most servo systems require.
