Maybe. I think it will just bind up when the tool hits the drawbar, whether
the collet is tightened properly or not. But, it would be pretty easy
to try
it. You could put a dial indicator on a block, and slip in under the tool
to measure how repeatable the indexing of the tool really is.

Of course, this won't work really well with double-ended end mills,
as they will bite into the end of the drawbar.
