The official standards document is ANSI/EIA RS-274-D-1980.
It is available from the EIA (Electronic Industries Association)
for a fee. I think it might also be available from the NTIS.

If you really want to learn the language, rather than read a very
dry and abstract document meant for computer programmers,
the programming manual for any of the major CNC controllers,
or a textbook might be a better document.
