What I'd usually do with them is hook it to one side, note what was lit, and
then hook it to the other side -- none of the same stuff should light up, or
cabling needs to be crossed over (but that's more in the realm of figuring
out how to make something work in the first place, not repairs). Counting
both sides pretty much all of those should light up at some point. If they
don't you have either an incomplete hookup or some bad chip in there.

Have you looked at what parts are driving the port?
