If you will use it with a windows application, then you need the
driver. If you are rolling your own, then of course, a driver is not
needed.

Many of the older tablets do not have windows XP support, and as such,
are not workable with windows programming that you cannot get into and
make a driver for... probably things like autocad, rhino, carrara,
truespace, coreldraw, etc...

All the rules change when you write your own application.
