These are Bijur lube systems, or knockoffs of that brand. I've never
seen steel
tubes in this. I have an original Bijur system on my Sheldon lathe, and
it has
copper tubes all the way around. The things on the manifold are
filters, optionally
check valves, and orifices. They are definitely not pumps. I have
Bijur's mini-catalog
sheets on this product line.

What you are describing sounds like a common-rail Diesel injector system!
