The PDF file for this circuit clearly says that it "Rapidly discharges
the main filter capacitor when AC power is removed from the supply".
That is the reason I did not understand you using both the relay
circuit and the electronic circuit. A stop switch that locks in the
"open"
position seems to be all you need with this circuit.
