Compensation is turned on "while" a linear initialization motion is
occuring.

It may be called out on a line by itself, but it will not actually be
used until the first linear motion occurs.

The right and left are associated with this initilization movement.
It's not a left or right radius, but rather G41-Cutter compensation
left or G42-Cutter compensation right.

Not all controllers use radius, some specify the tool diameter in the
tool table and do the math.
