Hmm, must have been too complicated for the author of that book to figure
it out. Cutter radius compensation is definitely one of those things on
CNC that gets people gnashing their teeth, especially the first few times
they do it.

There's some stuff I wrote several years ago, with a strong EMC slant
at http://www.timgoldstein.com/cad_cam/rs274.htm and it has a link for
cutter diameter compensation. It has an example of a part I cut using
the compensation. I wrote the G-code for the actual part outline by
hand in G-code. I hope you find this helpful.
