put another cap from L1 to L3 of 300uf and click it in just to get the motor
up to speed and it will work.

I am just a sap for old electronics. I think it is the greatest
thing that my newly aquired BOSS 4 uses an LSI 11 and lots of
74xxx logic. So for my sanity, I really need to run this machine
before I convert it to modern controls. I am trying to do this
as inexpensive as possible. I have a 5HP motor that I am trying
to use as a rotory converter. I have connected 240v to L1 and L2
and used between 120 uF and 170 uF, run capacitors, from L1 to L3.
The motor refuses to start. It barely spins with 120 uF and spins
slowly with 170 uF. If I leave it on too long, the motor heats up
and you can smell the winding enamal burning. According to
http://www.metalwebnews.com/howto/ph-conv/ph-conv.html this should
work as a self starting phase converter. Yet the motor won't run. I
haven't even tried to hook it up to the machine. I figure I
should get the motor running first, then hook it up to the machine.
What is weird is that my Anderson 1 to 3 Hp static phase
converter fires this motor right up. I just can't keep it running long
because the Anderson looses a bit of the magic smoke because the 5 HP
motor is too big for it. So what is special about the Anderson converter
that it fires this motor right up, yet I can't get it moving with my
run capacitors? What am I missing?
