Allen head cap screws have been stated to be around 0.310.

a 5/16 bearing is 0.315
an 8mm is 0.3149.

sometimes 5 tenths can make a world of difference, in this case
however it does not seem to matter about the size.

As for costs, 8mm are about 50 cents each, 5/16 are about $1.50 ea.
so that does make a difference when you need 36 of them.
