You didn't mention what OS you are using, so I hope this is helpful.
The suggestions below are for Linux.
QCAD will give you something that resembles traditional CAD.
DIA will give you an editor that can produce what you are asking for.
It is not a CAD program nor really a drawing program, but handy never
the less.
Also consider looing at the EDA tools available for Linux that are free.
Also look at XCircuit and Xfig as potential solutions to your needs.
Now obviously there are others to look at. The ideas above come to
mind quickly. Further Xfig has been around a very long time and should
be considered stable as well as XCircuit. You will probably mention
that you are running Windows at this point and willl wonder what Linux
is. It is an alternative OS for a wide range of hardware.
