I think that the problem would be trying to backer that foam up while allowing the water to jet through without splashing back up and pushing the workpiece around...Guess you could build a special vacume chuck with cutouts where the water jet would pass through.

I have been cuting them by hand and the corners are not square enough
and all the holes are close, but a machine tool will do a much better job.

I had thought about a knife type punch that would punch out one at a
time, or even a knife type roller that would run long strips and
deliver parts.

But, it seems that I probably could cut them with a high pressure
washer and utilize the accuracy of CNC to make things easier. I don't
have a clue it 1,800 PSI would do the trick though.
