That is a nice idea for a video inspection system. DeskCNC has a
camera interface, but as far as I know it just works with the raster
to vector tracing function to make vectorized outlines on the fly.
I don't know if it is interfaced to the machine control mode or not.

I designed several video based, tool pre-setting systems in the past
using both dedicated video hardware and computerized processing
(made one that worked with Win 3.1 and a 486-66). For decent
measurement of objects a telecentric lense is needed. I found that
one of the best for this application ( and inexpensive, just $500)
was one at Edmund scientific.
