The pros use something calld backstop material and entry material.
These are
both mostly hollow honeycomb-type stuff with aluminum foil on one or both
sides. The idea is the keep the drill bit from distorting the copper
foil as it
enters and exits the PCB. I have used .010" aluminum roof flashing as
an entry
material with good results. I have used scrap one-sided PCB material as a
backstop.
