A Baldor L3708 5HP, single phase 1725 RPM motor, 230VAC 60Hz draws 20.1A
full load. The starting current is not listed. So theoretically it should
be possible to make a 5HP VFD that runs off a 230VAC 30A circuit.

Looking at the current draw of a Baldor GDM3615T we have at 208V 15A. That
implies 5 amps per phase. But maybe double that at twice the RPM and 120Hz?
In that case it would probably need a 30A circuit and some really big power
transistors.

If you find a VFD, please post the results of your search.
