Is the protractor/encoder for just a visual display
or does it need to feed a PC or is it part of a feedback
loop?

Is this for CNC or just a manual DRO?

Can you explain what you want in the end? If I knew what you
needed I might be able to describe something that would work
or that you could buy.

To display the output of an encoder you either need a PC
with software watching it on a port., or a custom microcontroller
and display board that you hack together or find already designed,
or if you just need a protractor with digital display find one on ebay\for
about $80-$300 that's an all in one unit.

A good source for encoders, information and related stuff is
US Digital. http://www.usdigital.com/ They have no minimum order
and sell a bazillion different encoders, displays, etc.
