OK - As a starting point have you looked at Mach3?
Not knowing what you are trying to 'model', it's difficult to help, and your
original question was a little vague ;)
The lazycam package in Mach3 will give you gCode from profiles, so you can
meet the requirement listed above. This will take slices from a CAD drawing
and move the tool to that profile. Your customer will be able to add commands
*TO* that gCode to control the tool. Pocketing will raster the area, so rather
than machining outside the profile you machine inside.
You just need to reverse WHAT you want to machine and ask the gCode generator
for that, something the Mach3 can do easily.

If you need something to DRAW the profiles - TurboCAD will handle 2D and 3D
quite happily. If you need to move to full 3D profiles, then Cut3D will
provide that.
